Bettas are extremely slow moving, have long, frilly fins, and really don't have a good way to hurt another fish short of ramming it. Most all Cichlids (even Rams and Kribs) are very capable of tearing a fish up as they are essentially little wads of muscle with fins.

Cichlid, no contest.

The cichild would win. Even if they were the same size, The cichild is way stronger and tougher.
