Sick Betta - Help?

I have a new betta fish in a fish bowl, not a tank, and its been really active and pretty aggressive. Well, on friday I did a 100% water change, the way I was advised to, and now it looks sick. He stays at the top of the tank with his mouth touching the surface. He hasn’t eaten much since Friday, I even tried to mash up his food. I feed him wardley essentials pellots. He actually looks like he’s attacking the pellot, but then cant get it into his mouth. I’m afraid that he’s gonna die and that I’m a 2 week fish killer.

okay, thanks!! The only thing that’s weird is that he used to be able to eat that food and since the water change, he’s pretty sad and listless.
I used a water conditioner, too, but its a good idea to check the pH levels. Thank you all for your quick responses!!
